DRAFT MAIDSTONE SELECTBOARD MEETING
January 5, 2014
CTO: 7:00 P.M.
ATTENDANCE: Bradley McVetty, Shawn Conant, Douglas Lord, Linda Sanborn, Nancy Desrochers, Carroll (Sam) Gorham, guest Selectman from Brunswick and VLCT Board member Brendan Whittaker and Susan L. Irwin.
APPROVE MINUTES: Shawn moved to accept the minutes. Douglas seconded the motion and the motion carried.
BRENDAN WHITTAKER: Mr. Whittaker addressed 3 concerns that our two towns share. The first is the responsibility and right of the Town Fire Warden to fight fires on State Land within the town. The State says no but the description of the Fire Warden’s responsibilities says “all fires within the Town’s boundaries.” The second concern deals with the new recycling and waste disposal laws. He encouraged the Board Members to attend the upcoming meeting, and is hoping to propose changes to the present law. Thirdly, he expressed concern about how hard his town and our town are going to be affected by the proposed cut in State Land Payments made to the towns. He will be attending a meeting to express the unfairness of this action. Vermont is a “Dillon Rule State,” which essentially means “Town’s have no power except what the State gives them.”
TOWN AUDITORS REPORT TO PRESENT: Please see attached.
BUDGET AND WARNING: The budget was worked on and two new warnings were added. “Shall the Town vote to take $5,000 from the General Fund and create an earmarked Fund for the Town Plan and Zoning By-law update?” And secondly “Shall the Town vote to take $2,000 from the General Fund and put it in the Book Restoration Fund?”
PROPERTY VALUATION & REVIEW CERTIFIED EQUALIZED EDUCATION PROPERTY VALUE: Our Coefficient of Dispersion is 18.34% and our Common Level of Appraisal is 106.07%, both of which are in an acceptable range.
COURTESY WARNING FOR DOG OWNERS: No action was taken to adopt an ordinance.
CAI GRANT: No new information.
TOWN PLAN/ZONING BYLAW: The Public Hearing will be warned for March 2nd at 6:30 p.m. for the Town Plan and 6:45 p.m. for the Zoning Bylaw updates.
SELECTMEN’S WARRANTS: These were reviewed and signed.
OTHER BUSINESS: 1.The Town Meeting Tune-Up Workshop was announced. 2. Vermont Forest, Parks and Recreation is doing a redesign of Maidstone State Park. They are having a Public Informational Meeting and the Maidstone Selectboard is allowing Susan Bulmer, New England Parks Regional Manager to use our Town Hall on February 2nd at 5:00 p.m. until 7:00 p.m. to present the plans and allow time for questions.
