 Draft MAIDSTONE SELECTBOARD MEETING

April 3, 2017

CTO: 7:04 P.M.

ATTENDANCE: Bradley McVetty, Douglas Lord, Bonnie Lovell, and Susan Irwin.

APPROVE MINUTES: Doug moved to accept the minutes for the March meeting with clarification.  Brad seconded the motion and the motion carried. Doug moved to accept the minutes for the Special Selectboard Meeting on March 30, 2017. Brad seconded the motion and the motion carried.

APPOINT TOWN OFFICICALS: The Road Commissioner and Selectboard Chairman has been postponed to next May’s meeting. The following have been appointed by the Selectboard:

Tree Warden: Doug motioned to appoint John Perreault. Brad Seconded and the motion carried.

Health Officer: Doug motioned to appoint Bruce Hobaugh. Brad Seconded and the motion carried.

Administrative Asst: Doug motioned to appoint Bonnie Lovell. Brad Seconded and the motion carried

Zoning Board Member: Doug motioned to appoint Bob Lancraft for a 3 yr term ending 2020. Brad Seconded and the motion carried.

Requested Zoning Board Member: Doug motioned to accept the request from the Zoning Board to appoint Lloyd Tippett to join the Zoning Board for a 3 yr term ending 2020. Brad seconded the motion and the motion carried.

NEKWMD Representative: Doug motioned to appoint Paulette Routhier. Brad Seconded and the motion carried.

STEVENS-MCDADE CEMETERY: Bonnie will review the ADA guideline documents that are available. The Town will look into making more parking and entrance more accessible.

HALL ROAD – BUYAK: Bonnie will follow up on an email that was sent to Attorney Laura Wilson on March 2, 2017.

2016 AUDIT: Doug suggested that we have a CPA/Professional audit town records every 3 years now that we now have Town Auditors doing the audit annually. Brad motioned for Bonnie to look into Auditors and cost. Doug seconded the motion and the motion carried.

EMS/FIRE CONTRACTS: Reviewed and signed.

CAI CONTRACT: Reviewed and signed.

LISTERS: The Town needs 2 more Listers. These positions have been posted on the website and will be posted on our Facebook page.

ELECTRONIC RECORDS/COMPUTER: NEMRC’s cost is $1,100 for electronic land records, dog licenses and indexing. This also includes scanning the land records for easier access. An additional computer would need to be purchase so that the public had full access to the land records database. Brad motioned we purchase NEMRC’s software and the computer needed. Doug seconded the motion and the motion carried.

SCHOOLBOARD BUS SALE: The Schoolboard has offered the Town of Maidstone to purchase their school bus for $1 and do as we wish with it. Doug motioned the Town buy and sell the school bus. Brad seconded the motion and the motion carried.

APPRAISALS: A town wide re-appraisal process is suggested to happen every 10 years according to Doug Lay. It usually takes up to 2 years for the process to begin. Doug motioned to start checking on the process for a re-appraisal with cost and timeline. Brad seconded the motion and the motion carried.

TAX BILLS: Bruce Hobaugh questioned his tax bill. The house tax information does not match the amount of the tax bill. The difference is the land acreage tax. He inquired to see if there was a way to fix this and to show the land tax on the tax bills. The Selectboard requests Elaine Hodge to ask James or NEMRC to see if there is a way to accommodate this request.

SELECTMEN’S WARRANTS: Reviewed and signed. The monthly budget report was provided and reviewed.

OTHER BUSINESS:

The 2nd Bulky Waste day is scheduled for September 23, 2017.

Cemetery: The 2017 mowing will go out for bid.

ADJOURN: Doug moved we adjourn at 10:40 p.m. Brad seconded the motion and the motion carried.
